The regulatory framework of Renewable Energy Communities has been deeply updated during 2025 and early 2026, with new rules that directly concern small and medium-sized Italian municipalities. The MASE Ministerial Decree of 16 May 2025, Law no. 60/2025 (conversion of the Bills Decree) and the 2026 PNRR Decree-Law have expanded the pool of beneficiaries, simplified the procedures and made the access conditions more flexible. The new rules also apply to applications already submitted. Romeo Group Fotovoltaica supports citizens and local authorities at every stage of the process.
The non-repayable PNRR contribution of up to 40% is now accessible to municipalities with a population of less than 50,000 inhabitants, no longer just 5,000. Deadlines for implementation have been extended: works must be completed by 30 June 2026, with commissioning within 24 months and in any case no later than 31 December 2027. It is possible to request an advance of up to 30% of the granted contribution already at the launch stage, reducing the initial financial pressure. For natural persons, the reduction of the incentive tariff in case of combination with the PNRR contribution has been eliminated. The GSE has become the sole implementing entity of the entire grant programme, simplifying the administrative process.
The pool of shareholders and members has been significantly expanded. In addition to natural persons, SMEs and municipal administrations, the following can now also join: SMEs held by territorial bodies, territorial companies for residential construction, IPABs, public companies providing services to people, land reclamation consortia, research and training bodies, Third Sector Bodies, religious bodies and environmental protection associations.
An important transitional rule allows access to the incentives also for systems that entered service within 150 days from the effective date of the CACER Decree (therefore indicatively by 22 June 2024), even if the REC had not yet been formally set up, provided that it can be documented that the system was built with the specific purpose of being included in an energy community configuration.
