Romeo Group Fotovoltaica SRL is among the first companies in Calabria to have set up renewable energy communities. Currently, 6 RECs are already operational in the municipalities of Bocchigliero, Campana, Cerenzia, Mandatoriccio, Amendolara and Calopezzati, with the aim of producing and sharing green, zero-kilometre energy.
The company supports citizens, businesses and public bodies at every stage: from the feasibility study to the creation of the community, from system design to the management of GSE relations.
A Renewable Energy Community is an aggregation of producers and consumers (citizens, SMEs, craftsmen, local and territorial bodies) who are located under the same primary electrical substation, with the aim of sharing the energy produced by the systems included in the community itself.
The community must be a legal entity (association, cooperative, participation foundation, consortium, etc.) without a predominant profit-making aim, must provide environmental, economic and social benefits to its members and/or to the local areas in which it operates, and must guarantee the right of participation in governance to all members.
The energy produced by members of the community, through the involvement of citizens, commercial activities and local businesses, public bodies and religious bodies, is shared and remunerated through an economic contribution recognised by the GSE following access to the incentive scheme. All this means that both producers and end customers can now join together to produce the electricity they need at a geolocated level, through renewable sources, “sharing” it.
Members of the REC are directly involved in decisions regarding the use and consumption of energy, contributing to shaping the community’s energy future.
Renewable energy communities foster models of inclusion and collaboration that generate tangible benefits for the territory and its inhabitants, raising consumer awareness of the importance of renewable resources. All this aims to promote virtuous behaviour to fight energy poverty, creating a society more aware of and responsible for the territory and the environment.
Renewable Energy Communities (RECs) and Renewable Energy Sharing Self-consumption Configurations (CACERs) are now a concrete reality of the Italian energy landscape. The MASE decree of 7 December 2023 (D.M. 414/2023), published on 24 January 2024, defined the national incentive framework, subsequently strengthened and updated in 2025 with the extension of the beneficiary base and, in 2026, with the PNRR Decree-Law which reorganised the entire architecture of contributions.
The incentive system is based on two complementary and combinable tools. The first is a non-repayable contribution of up to 40% of eligible costs, financed with PNRR resources and now accessible to municipalities with fewer than 50,000 inhabitants — a significant extension compared with the original 5,000-inhabitant limit. The GSE, as sole implementing entity, manages the entire process: from application to payment, with the possibility of requesting advances of up to 30% of the granted contribution. The second tool is an incentive tariff recognised by the GSE on the renewable energy produced and virtually shared within the REC, guaranteed for 20 years. This measure is open to the entire country, with an overall goal of 5 GW of new power from renewable sources.
