Conto Termico 3.0

For Third Sector Bodies

Conto Termico 3.0 introduces for the first time a specific regulation for Third Sector Bodies. Voluntary organisations, social promotion associations, foundations, social cooperatives, philanthropic bodies, religious bodies and all entities registered with the RUNTS (National Single Register of the Third Sector) can now access non-repayable incentives to retrofit the buildings in which they carry out their activities — with conditions that, in many cases, are identical to those reserved for the Public Administration.

Romeo Group Fotovoltaica, as a certified ESCo, supports ETSs in the design of interventions, in the management of GSE paperwork and, where necessary, in advancing construction costs.

Two categories, two access paths

The decree distinguishes ETSs based on the commercial or non-commercial nature of their activity, as defined by the TUIR (D.P.R. 917/1986). The distinction is fundamental because it determines the intensity of the incentive, the methods of access and the combinability rules.

Third Sector Bodies that do not carry out entrepreneurial activity are assimilated to Public Administrations. This means that they access the same preferential conditions provided for Municipalities, Provinces and Regions.

Eligible interventions cover both the energy efficiency of the building envelope (Title II) and the production of thermal energy from renewable sources (Title III): thermal insulation, replacement of windows, solar shading systems, transformation into nZEB buildings, LED lighting, building automation, charging stations for electric vehicles, photovoltaic systems with storage, heat pumps, solar thermal systems, biomass boilers and heat pump water heaters.

Early energy diagnosis

First you analyse, then you act

Non-economic ETSs can also request an advance contribution for drafting the energy diagnosis. The mechanism is structured in three phases:

Advance contribution request

The GSE pays a 50% advance after the review.

Submission of the energy diagnosis

Within 12 months from the date the application is accepted.

Settlement of the remaining 50%

Recognised only if an application is submitted for at least one of the interventions identified in the diagnosis.

The diagnosis must be drafted by an EGE certified under UNI CEI 11339 or by an ESCo certified under UNI CEI 11352 — such as Romeo Group Fotovoltaica. Up to three requests per year per body are granted, or five for Municipalities with more than 30,000 inhabitants, Provinces, Regions and central Public Administrations.

How to access

Reservation or direct access

Reservation (works to be started or ongoing)

The application can be submitted in four ways:

With energy diagnosis and resolution of the competent body

(shareholders' meeting, Board of Directors, chair, governing council or executive committee).

With an EPC contract signed with an ESCo

Which qualifies as the Responsible Entity.

With an EPC contract or other integrated supply contract

In which the Body qualifies as the Responsible Entity.

With an act or resolution of the competent body

Certifying the handover of works to the executing company.

The incentive is paid as an advance, an instalment at SAL (work progress status) and a balance at the end of the works.

Direct access (completed works)

The application must be submitted within 90 days from the completion date of the works, transmitting the specific documentation for each type of intervention and the invoices of payments made. The GSE pays the incentive in a single balance instalment.

Combinability

What can be combined and what cannot

For non-economic ETSs, the Conto Termico incentive:

Is fully combinable

For interventions on publicly-owned buildings with other capital contributions, both state and non-state (including PNRR M7 I17 funds, FESR, etc.), up to 100% of the costs incurred.

Is combinable

With the incentives for energy sharing in RECs under the DM CACER, except for the installed power for obligation shares and for systems financed beyond 40% of the cost incurred (nZEB, schools and hospitals, works on properties owned by Municipalities < 15,000 inhabitants).

Is not combinable

For interventions on privately-owned buildings for which the Body benefits from a right of use, with state incentives.

When applying for Conto Termico, the Body is required to declare the presence of additional public funding. For ESCos, RECs or self-consumption groups of which the Body is a member, and for private entities in the context of PPP forms as Responsible Entity, the combinability limits provided for the Admitted Entity for which they operate apply.

Economic ETSs

Assimilated to businesses

Third Sector Bodies whose exclusive or main purpose is carrying out business activity follow a different path: they are assimilated to businesses for Conto Termico access purposes. They can carry out energy efficiency works (Title II) on buildings with tertiary-sector cadastral categories and interventions for the production of thermal energy from renewables (Title III).

The intensity of the incentive is governed by the provisions of Title V of the decree. Access takes place through a preliminary application to the GSE, with reservation reserved only for Title III interventions and direct access available for both Titles. Economic ETSs are also entitled to the recognition of 100% of energy diagnosis expenses. Combinability rules are subject to the European State aid discipline.
